Give priority to certain products for reviews and/or prioritize products without reviews.

Basically I'd like to be able to drive the reviews where we need them. Sometimes it will be to get a product up to 1000 reviews or a brand new product launch that could really use some reviews to get it started. Right now it will only base it off price.
