Show reviews of different products on product pages without reviews

For the items without reviews, show reviews of other items (either randomly or ones in the same category) in the reviews area
And then for items with enough reviews of that actual item, then only show those.
For example, a setting where we can choose "if product has less than 5 reviews, show 5 random reviews of other products to fill up the space" and have some sort of label above it saying "Product Reviews Of Other Items In Store..."
