Option to auto Blacklist Any Orders With Refund (or Partial Refunds)

We would like to automatically block review requests from going to people who have had a refund or partial refund on their order. These are usually/always problem orders and customers have told us what they think of us whilst sorting out the issue and accepted a refund. Sending them a survey is often antagonistic to them and just makes things worse.
